>>11468557Just a standard digital art program with layers, since the original image was just a gif with two frames, so I could simply work on one image and "re-animate" a second frame on top by combining it into gif again.
tl;dr I used Medibang Pro; but I firstly wanted to use Krita, if I had more frames to work with I would have used Gimp or an online tool, however it's a pixelart image so I also would have put it into Asesprite.
