It is used in complex analysis because you can use colors to understand stuff about the function in the complex numbers.

you would need 4 dimensions to do a regular graph so this is a way of looking at a function in the complex plane without being a 4 dimensional creature.

I don't think so. Machine learning is primarily linear algebra and not complex analysis.
