There needs to be laws on cumming.

Irresponsible cumming is a burden on the state.

Sperm is generated in a man's balls in a process known as spermatogenesis. Spermatogenesis requires resources stored inside the body. These raw materials, amino acids and proteins like L-arginine, are derived from a man's diet. What a man consumes, he must retrieve from the land. The state as a finite quantity of labor to spend on retrieving resources from the land. Yet irresponsible men carelessly cum these resources into tissues, toilets, another human's anus, into condoms and thrown away, or simply left where it lands to evaporate. This is the destruction of capital and will erode the state.

There are only 3 alternatives to cum responsibly and preserve state resources:
1. Eat your cum after masturbation. The material in the cum will be digested and the material components will be retained.
2. Cum directly into a woman's vagina. The intended purpose of cum is to generate additional labor and cum inside a vagina has the highest probability of creating new humans.
3. Don't cum. Self-explanatory.

Other conclusions from this line of reasoning illuminated other issues for the state:
1. Homosexuality is okay if the cum is consumed. This means no cum inside each other's anus or left to evaporate on the body.
2. Facials, boob shots, bukakke, and other fetishes in which cum is normally left to evaporate must be consumed afterwards or cummers will be subject to fines and punishment by the state.
3. Abortion of fertilized embryos is a waste of the resources and labor of the state. Undesired children should be allowed birth, the mother compensated for the inconvenience, and the child forfeited to the state for labor. After performing labor equivalent to the inconvenience cost paid to the mother is raised the inconvenient child is given freedom.

The state should also encourage proper cum employment. State propaganda should reiterate the evil of wasting cum and the virtue of preserving it.
