ある is a verb for existence, in space, time or in general, when you have money you say money exists and done,
です is just a copula, its usage is very broad, can't really explain, look it up if ur interested but to decide which one to use try swapping the verb be with exist, like "I am a man" -> "I exist a man" is stupid so you can't use it, but if you say this building exists next to the other one is fine
both sentences are wrong because in the first one ある refers to 隣, obviously 隣 doesn't "exist", the building does, while the other sentence should clearly be ある
