Also when I played LC there was some discrepancies in the lore like, I remember having a talk with someone about this, it's kinda old btw but it was something like this:
At some point it doesn't make sense, there's contradiction. It says that the Head controls all the 25th Wings, okay, this is easy to get
It also says that the Wings can work with each other or against each other, again it makes sense, they can also hire fixers (which is further explained in LoR in fact the beginning is heavly influenced by Fixers and Fixer Organizations)
But it doesnt says about hiring Claws or Arbiters. The claws are obv obeying the Head, but the Arbiters don't
And since they're more powerful than the Claw, The wings can overthrow the Head anytime?! After all, it doesnt says that the Arbiters are exclusive for the Head, so anyone can hire them with enough money?
The Claws are obeying the the Head(it's their military), meanwhile the Arbiters are just insanely powerful mercenaries
If anyone can have access to that type of mercenary there's no stop in getting in power or overthrow, unless the Head pays explicitly a fee to every Arbiter because they don't seem to be an organization rather individual mercenaries, there's no guarantee that some Wings will unite against the Head, if they can annihilate a Wing by hiring an Arbiter they can do that too
