You spend a little more on special equipment up front, but the result is you don't need to turn that radio signal back into sound at the other end, the target's own inner ear handles that for you.
During Iran Contra in the US there was a pilot who claimed he had a radio receiver implanted in his body. A doctor in Miami gave him an xray and found lots of little pieces of quartz inside him, almost like crystal radios pre-tuned to different frequencies. Later someone broke into the doctor's office and trashed it, we wouldn't know any of this except the doctor had made a copy and mailed it to a journalist.
They had to go to a lot of trouble to cover up the guy with radio receivers in his body, they had to keep an eye on him and make sure if he got any medical scans they knew about it. With this method you don't need to worry about any of that.
Only real downside is radio will work at extremely long ranges, this technique needs line of sight. So there is a place for both
