well, certainly seems like it's supposed to be free. it has people jumping through too many hoops to be requesting donations or monetary support.
making the call to action be part of an image and requiring people to apply by writing an email is a pretty bad decision, marketing wise, but it certainly filters out casuals. although in this case i doubt they were trying to filter anyone.
