Ideas that Bentham not just thrashed but buried over years ago. You are not born with rights as a human being. You are born with rights as a citizen of a country. Not because a government gave them to you, but because the citizens of the country have agreed to those rights being enforced.
If you are born in France do you have the same rights? Or in Uganda, or Somalia? No. because they are legal fictions. Not natural, not magic. You may not have some rights until you reach a certain age - the right to drink alcohol for instance, or the right to vote. Are these different in any way from the ones that you have at birth? Nope. they are just legal rights.
