Though loli typically falls under porn dumping, I guess I'll stand corrected there.
But, considering the past 4chan has had with the law, that seems like an irresponsible decision.
/trash/ doesn't follow gr3 either but still has an explicit ban on loli and shota. My belief is that 'no porn dumps' is intended to cover loli, but it could be better worded. I've seen single loli images by people who only posted once in the thread get deleted too, and I would've not thought it was necessary and with no gr3 it seems even less so.
These rules and their enforcement seem rather ambiguous.
