You'd need a VERY invasive survalance state and merciless door kicking police force in order to make that work and even then I'm sure someone would figure out how to make it into a black market there, that or everyone would just fly to a casino in Australia or Indonesia which would be worse since they wouldn't be restricted by rules and regulations.
It would be better to invest money in helping those with a gambling addition. Our failed war on drugs is a great example, we put a bunch of moral fags in power to enforce said draconian laws and all it did was prop up several Cartels who often have even more power then their host country.
I'm just saying your heart is in the right place BUT it wouldn't work. Better to have vices out in the open so it's forced to follow certain laws and regulations rather than it be underground and completely lawless.
