The front page of the each website is just a selected main marker. In Old Timers case, the Red Skull. In the case of the New Watch, the Batsignal.
The Fren Signal is treated exactly the same as the Batsignal, except that it won't show up on the front page of the website. Instead it has its own page. Like every marker.

Some Steg analysis from me indicated that there is indeed information encoded in the image. Hence why the Red Skull Meta is 1MB large and all other Meta's merely a few KB.
I would say there is no way for us to figure out what's inside the image without receiving the key from the Legend himself.
