echolink will have just one or two repeaters that may or may not be used. you wont be able to scan, repeater inputs are not calling or simplex channels, i doubt they will be used as it makes more sense to use a FRS/ MERS freq with ctcss tones as you dont hhave to identify yourself

The do have a remote STUN, DISABLE, & ACTIVATE via DTMF codes. On the UV5R (etc) You'll need the USB programming cable & CHIRP to disable the STUN & DISABLE codes. Its easy to do.

FCC has rules on these kinds of things, which like gun laws, are arbitrary and stupid.
