My solution is basically level half the city and all near by crack houses while compensating the maybe three people who'd give a shit then reforest it, afterwards lower taxes so people and their governors can live within their means and live a slightly more dignified life equal to that of West Virginia or maybe even a poorer version of Vermont if it works out as intended.
