Because many of them probably believe that:
a) It takes at least 15 years because it's got thousands of kanji
b) There's no point in learning it if they're not gonna have anybody to speak it with
c) All of the anime, manga, etc. that they like were translated over to English (or their native language), so they probably wouldn't gain much from having to learn Japanese just for the sake of niche titles.
d) They'd rather spend time on other hobbies and pursuits, like learning how to make video games or "investing" in cryptocurrency.

The answer was in the link I posted:

So according to this, 「……したことがあった」would be roughly equivalent to "did", whereas 「……することがあった」would be roughly equivalent to "have done".
