The diocese’s perform most of the actions of the church and rarely communicate directly with the pope. When an issue of abuses within a specific church arises, rarely does it make it to the Pope or the Cardinals, and more likely it goes directly to the bishop of said diocese.

The Catholic Church has, since it’s formation, served to provide the people’s of the world with the word of god. The cardinals select their own and the Pope approves of them. The Popes are elected by the Cardinals, as they choose one of their own to ascend to the Holy See.
