1. when you're trying to communicate with a blocked website on HTTP(S), the ISP will attempt to MITM the connection and disable HTTPS (this only happens if you're connecting to it via 443 port)
2. and then, after recieving a request from the client, it will attempt to get the Host header to check if its a blocked website
3. if true, it will interrupt the connection
