In the case of Tulpas, you have o understand that it's purely within your mind, not a separate being like a spirit . It's like Dreams and Visualizations but you're fully awake and aware. In dreams you're in a relaxed state, so it's easier to come up with complex personalities and scenarios, you need a lot more energy and time (probably years) to have that same affect in the real conscious awake world. Basically programming mental energy and visualizing with your eyes open, until you got a thought form (personality) that seems to be it's on entity (like those people in your dreams).
