Art schools optional and with no age limits, so artists keep perfecting their skill, and mingle with other artists making projects together, sharing them when they are worth a damn, and never otherwise.

Put artists in command of the country, making all industry serve ideals and futurism, retaining spaces for humanity to thrive, making independence survive lack of patrons to retain variety. Ban franchises and foreign imports unless they are extremely superior, eg clothes, bikes, electronics. Nothing cheap or mass produced unless it significantly outclasses local artistry.
