The pic in the OP does look like someone taught themselves runes, they use futhorc to transcribe some non-rhotic dialect of modern english which makes it quite strange.
The best tool to learn runes is just to use the Wikipedia tables, along with researching runic artifacts and practicing transcribing them.
There are also three runic alphabets, Elder Futhark, Furthorc and Younger Futhark. Along with these is staveless runes and short-stave younger futhark (contrasted with long-stave YF which is the most common), along with medieval Swedish runes.
Basically, runes are a large family of alphabets with many variations in characters, spelling conventions etc. Studying them is a lot of fun though
