2200 is more than enough, if you dont want to rent big flat in central Lisboa.
1500 is very comfy already, like 500 to rent room in a shared house (definitely go for shared houses, not apartments), 500 for food + currently non-existent night life + currently non-existent gym + 500 for monthly shopping or investments/savings.
Public transport pass (not really needed right now, as there is nowhere to go) costs 40/month in Lisbon, very fair conditions, can even use ferries across the river and trains to Cascais/Sintra. Right now, just top up 10 euro for the "Zapping" option, because you will use train like at most once per week.
Bolt taxis (like Uber, but Portuguese) cost like 3 - 6 Euros (depending on distance to destination), can be 15 Euros if you want to go from outside to the airport.
I'm also from "Central Europe", in Portugal since mid 2019. Food prices went up a bit during fake virus, but still very fair overall.
"Central Europe" has some of the cheapest food in Europe, but quality/selection is mediocre. Here, everything is god-tier taste wise, even standard supermarket food.
You will need like 250 - 300/month for food, 100 - 150/month for supplements (depeding on how serious you are about your health), 50/month for personal care/grooming (is pretty expensive here, cheaper to import in bulk from "Central Europe"), 40/month for public transport, 25 - 35/month for gym, 100/month for night life and beach bars.
Looking at my own expense planning scenarios, I would say 800/month gives you godly lifestyle already + then add 500 - 1000 for rent. Rest for investments (if you really have 2200/month).
