Take the larger width paper medical tape and fold it into the shape of a "T" where the top of the "T" is the sticky part and the stem is where you attach some suspenders or whatever you want to use to tug. Then you wrap the tape around your dick on the circ scar - centered where the top and the stem of the "T" meet. Use scissors to trim it down so it wraps perfectly.
