I didn't really specify it there, but what I had in mind was one person inviting another to a fast food place or a restaurant, not two people silently eating lunch in roughly around the same part of a cafeteria.

Maybe not a complete stranger, but more like someone whom you're acquainted with, but isn't really part of your circle of friends.
I got invited several times to go to McDonalds back in high school because I had a car and the people who invited me didn't, and also because there was a buy 2 burgers-get 1 for free promotion at the time.
I've invited people to eat with me so we could work on homework together immediately afterwards.
I did end up talking to those people for the sake of killing time, but I wouldn't say I was particularly intimate with them.
