It was very difficult to acquire computers in the soviet union, until the mid 80s they didn't have domestic production higher than a couple thousand. Afaik selling super computers to them was outright banned. Hobbyist built their own from black market parts.

They did but quality control was always an issue and by the 70s the soviets abandoned development of their own computers and opted for cloning. It makes sense though, why reinvent the wheel when you can copy a working one?
