Setting your system to US American locale and using a launching emulator for Japanese is the best combination you can do. Also even if a Japanese RPG Maker game runs by default on an "latin scipt" system, there will be always some errors in-game when not being run in Japanese locale. Corrupted file names by extracting on non-Japanese system just look a bit ugly, but why would you need those files anyway? When the .exe is correctly lauched, the file names doesn't matter so long the .exe was launched in Japanese.
Another example many fail to start is the RPG Maker game Yume2kki, some can't even run it in Japanese, but since it's a RPG Maker 2000 game, the following replacement emulator should always work wonders
