I know that, for example, here in Mexico, at beach resorts like Cancun or Puerto Vallarta, hotel rooms, restaurant food, etc. is usually catered towards foreign tourists, which is why people from Mexico go to cheaper beach towns like Veracruz or Acapulco, since it's a lot easier for people to afford stuff there.
People who live in beach resort towns will obviously be able to benefit off tourists coming and consuming goods/services they offer, regardless of where they come from, but the ones who live in the rest of the country will be mostly unaffected by this limited flow of money.
