It has nothing to do with the circumcision promotion attempt of two years ago, it's a broader problem of subhuman religions being passed down on the fringes of the country
Also, China is close in proximity to many SEA countries that circumcise for similar subhuman beliefs and in S. Korea's unique case of doing what America tells them to do. I would easily believe that around 15% of the people living in China are mutilated, however I don't believe that 15% of strictly Chinese babies are being mutilated after birth.
