Seriously, the rules have become a lot more flexible in the last 15 years since they started putting their people into the institutions and now look at the NTs of the countries in the arabic gult.
Qatar is the main culprit since they have their WC to prepare and they really don't want to be humiliated by losing every game in group stage but Saudi, UAE and the rest have benefited from it.
IIRC, 12 of their current 23 are foreigners imported thanks to these newer flexible rules, and not in the sense of "X isn't european because his mom and his dad immigrated into the country so he's clearly not a national!", no, as in a large part of their squad had no tie to Qatar at all before coming to a club to play.
We've seen that happen in rugby where it's kinda fair since there is a massive gap between the top 4 or 5 teams and the rest of the world, but in football, it really just reeks of an abuse of power to prop up some otherwise shitty nations with no history in the sport but who wish they would get performance and respect.
