Mr. House,
He has a actual plan to get things running again and prevent mankind from offing itself. Not to mention he hates taxes, guns rights are a thing, and so on and so forth.
Next up on the list is The Legion but I dislike their tech hate. Issue being he who controls industry often wins long run. If The Legion didn't shun tech but controlled it's use for collective benefit then I could see them being a honest to God long term thing in the Mojave.
The NCR is gay, and if you feel edgy go independent yes man route.

House seems like the ideal choice but ultimately he is the boss and is a boss who you will never come close to being equal too and will only be his right hand man (hence the primary trigger for Benny turning out as he did).

Benny himself is actually based as he is clearly following the mob route which you can eventually seize from him, but by design he can never be served and the Chairmen are a faction that the courier can never side with at all (story related limitation).
If the Chairmen were a selectable faction they would at least be in 4th place after the Kings.

The interesting thing about games in the late 2000s/early 2010s is that they have an element of replayability that I could not have comprehendd years ago.
