That type of technology would imply a control system for your central nervous system, and may even be able to read/write to your memory if it were sophisticated enough... besides allowing others to control your emotions and actions etc.
It would be controlled trough any wireless communications network capable of producing the correct frequencies to interface with the machines inside of you.
