Papists use the Community Canon Model. Their canon probationary period closed very late (4th CE) at the council of carthage. Because of the different orthodoxies many "communities" under the papal system have different canons.
For them, the Bible is not rule, it is subjected to Man's authority.
Protestants use the Intrinsic Canon Model (66-book Canon)
Muratorian fragment refers to the corpus of NT books from 200 AD.
367 AD Athanaus had another earliest list of 27 books.
Additionally Christ referenced 3 sections of the OT:

2. The Prophets
3. Writings
On the Criteria of Canonicity:
1. Divinely commissioned authorship
2. Consistency with Past Revelations
3. Self authentication
Divinely commissioned authorship:
-Speaks for God
-Prophecicity (OT)
- Apostolicity (NT) - unrepeatable first generation witness to Christ
-Authorship matters (Ex. 2 Peter 3:1)
Consistency with Past Revelation:
-Isaiah 8:20 later revelation must be rested and verified by earlier revelation. (Ex. Daniel and Revelation prophecies)
Self-Authentication:
-Via witness of the Spirit, reading the Word of God
-Christ authenticates the OT:
