i feel he makes students out to be lazy idiots who want to skate by on the bare minimum which i largely don't believe is true. the two main issues are that "english education" in this sense usually refers to the english curriculum as a part of regular schooling which targets every japanese person, not people who actually want to learn english, and in a lot of cases it's not made clear to students that they should spend 15 hours a week studying outside of class time if they actually want to become fluent.
my interpretation is that trying to learn a language in a classroom setting is always going to be a bit shit no matter what you do, but it's significantly worse than it needs to be in most cases.
