All of the countries military resources and military weapons are fully disposable to track down the source of the terrorists and attack with their military.
You are not going to convert anyone to your religion by killing them and you're not going to defeat a military and government by killing some random toilet cleaners.
If you can't attack vital places of military importance due to their security then maybe your terrorism is hopeless in anyway to defeat the target via terrorism?
