like... it doesn't matter which country you are from. you shouldn't just think the rest of the world works like your nation does. you could have asked, but instead you assumed it was the same worldwide.
your country is certainly more sane if the damage is placed on the perpetrator by default, but again you willfully ignored the difference in nations. thought it was a language barrier because most people intuitively know there are differences in other nations. it is common sense.
