The Middle East is culturally Muslim, and culturally Arab. The unique ME cultures and communities of Greeks, Germanic peoples, Celtic peoples, Italic peoples, have been completely washed away in a sea of brown over the course of centuries of Arab supremacy in the Middle East and North Africa (as well as Central Asia, Iran, India, and so on but that isn't the subject at hand).
The Middle East had more of a European look back in the day. The neolithic farmers who would constitute a lot of our own European ancestry were the primary stock of which the Middle Eastern peoples would also be derived, these are your Sumerians at the cradle of civilization.
The Middle East received regular injections of European peoples with people like the Hittites in very ancient times, and Amorites who were an even earlier group of Indo European peoples who assimilated into Sumerian culture while retaining Indo European cultural characteristics.
There were many more nomadic European peoples who would take up residence in the Middle East including Scythians and the Persians. Later in history we have migrations of Greek, Italic, Celtic, and Germanic peoples into various places in North Africa and the Middle East and establishing their own cities and cultures and leaving a genetic impact we can still clearly see today.
So with that said, whether or not they're White, or "European" depends on the family and the person. Some have more Arab ancestry, some have little or none.
Much like the Italians and Greeks who have been subject to Arab and African admixture, so have other Middle Eastern peoples.
