They're almost always libarts females with no tangible specialisation in anything that would allow them to make a qualified judgment on whether a candidate is up to scratch. BUT they are necessary gatekeepers to my time because I gotta do what I gotta do and looking at hundreds of resumes is soul destroying.
Bottom line, wages can vary hugely based on experience, but if you let a HR idiot put you in the reject pile because youre asking for more than wageslave b - doesn't matter if you are technically the better candidate and are worth the extra value - you'll never get to me to let me make that qualified decision.
