If you're at 0, try going to stores and talking to employees. You can start simple by just asking them one question ("Do you know how to get to [name] street from here?" etc.) and practicing smiling, eye contact, nodding, and so forth.
Talking to people in online games could also be helpful but it's more mixed because sometimes you get trolls.
What makes you think you can't talk to people?
