The idea of Romans being the planters of seeds of civilizations is bunk. All the great civilizations that came into contact with the Romans were either conquered and destroyed or lost enough economic power to devolve into nothingness. Romans regarded their provinces as colonies and simply invested in exploiting those regions. They didn't build any great temples or structures that were unnecessary either military or economical.
In these places we had paved roads prior to the Roman invasion. After the Roman retreat, the area was left rather depopulated and devastated.
