Mini sub that can magnetically attach to one of their science expedition ships for most of the ride.
Once it arrives it can dispatch the drone and act as a charging station.
I can do this for maybe $2 million.

You will have to reach the leagal area then fly the drone from that position. Depending on your drone LOS might provide max to 10 km range unles you buy mil drones. Satcom drones are not available for civilian use
