Usually i manage to do the reforms needed to keep spain both competitive and low on revolts, if you manage to get election reform the rest will come much easier.
Also you don't need to infamy dump to retake the americas, you get a special event as carlist spain later in the game that allows you to puppet basically all of spanish south america, not quite as fun as turning it yellow again but technically you own them.
