China has been trying to surpass the US as the number 1 economy, and feels that if they can just inch above, even temporarily it'll be a psychological win and a shift in world perception, which will domino into sustained top status.
Now as to why 20-30 percent of the buildings in China are either unfinished, or disneyland grade. They, unlike the rest of the world, count finished but unsold buildings in their GDP so they build them all over for 30% cost of a finished building, claim it's done, and add it to the accounting at 100% value, with no intention selling/occupying it, or even of finishing it.
Interestingly enough, the bottom has fallen out, the gamble did not pay off and the pyramid scheme is collapsing.
