Probably the former, given your tone. There are more questions surrounding Lucifer than just "Why doesn't God just smite him?" Lucifer was Captain of the Guard in Heaven, which begs the question "Why does Heaven require a standing army? What could possibly attack it?" Lucifer walks out, taking a significant number of angels with him. The reasons for the mass walkout difffer depending again on which mythology you are referring to: in one Lucifer is an over-confident dick who thinks he should rule Creation instead of God, he suffers from Pride, and this destroys him when he tries to take Heaven by force. This is mishmash of the Gnostic soap opera which is far more specific: The Plemora is light, Samael is matter, Samael is revealled by accident by his mother Sofia, an Aeon who tries to split her frequency and instead casts a shadow. The Plemora freaks out and attacks Samael, who defends himself with shells of matter that light cannot penentrate. Neither wish to reconcile.
In other myths Lucifer walks out because of humans, and God spending too much time with them. In these Lucifer is a legit angel ie incapable of Free Will, or so it is said, and Free Will is why God likes humans. Lucifer walks out to prove God wrong, and that angels can do just as well, then, uh, finds out that he can't and throws a shitfit and plagues humanity instead.
In yet another later telling of the tale, Lucifer works out that God isn't his father as angels are not born. With no obligations to God, Lucifer and his band of angsty companions up and leave. They then dedicate encounters with humans encouraging them to do the same. So in other words, no reconcilliation is saught.
