Toto is a dog. He knows nothing of virtue. He might be brave, or clever. He might learn from his experiences. He almost certainly loves and feels Dorothy is very important to him. But he probably doesn't think of those things as virtue.
When the curtain comes back, the wizard reveals the relevant parties had all the virtues they desired to begin with. It's symbolic.
But Toto is a dog.
People can pull back the curtain too, but it's got nothing to do with virtue.
