If a Creator Being wants a place where everything is perfect, he can make one, "Heaven." If a Creator Being wants Recreations of himself that can think and act for themselves, then he'd need to put these Recreations somewhere else ("Earth"). Otherwise, these Recreations ("Humans") might not follow his will, and ruin the perfection of Heaven.
Thus, the Recreations would undergo life on Earth until death. The Creator Being doesn't have to interfere, it would merely have to judge the Recreations at some point in time, at which point it can resurrect those judged into the perfect place, Heaven, assured that they won't ruin it. It doesn't matter how many Recreations die, so long as the Creator Being has some Recreations that follow his will, so his perfect place may remain pure.
Careful thought shows some consequences:
1. The Creator Being has to make the Recreations with free will.
2. The Creator Being cannot make the purpose of Earth or himself definitively known to the Recreations.
3. The Creator Being cannot know all things at all points in time.
4. There must be a will that the Creator Being is looking for his recreation beings to have.
Only two religions (afaik) adhere to this, the religion of Jesus Christ (not Christianity, which is based off of Paul), and the religion of Roko’s Basilisk. I'll leave you to explore Roko's Basilisk yourself. Infinitively many more religions could be made.
For Jesus's religion, I will not argue C.1 here. C.2 is plainly evident in our world. For C.3, the Bible never says God knows the future. C.4: According to Jesus, it is not by "faith" or by "works," but by "will."
