They do it to have an example of an inferrior being. So they feel superior. They can secretly know what goes on is wrong and excuse themselves that they can't do anything to stop/change what is, only to be ahead of the curve. To be worse before they are redundant in terms of wrong. That what is worst is in charge, be up to it or fall victim to it.
