They're usually subs that either got banned or most likely will be banned, so they just make their own sites either from scratch (like those radfems did) or use ruqqus (soon to be resting in peace) as a base. Some of the ones that get posted as bait here sometimes, like femaledatingstrategy and its maximum ironic counterparts, have done this, for example. There are others too. I know there are a bunch of incel ones that dispersed when they all got banned a while ago, but I don't browse them.
