Stalin --> promoted expansionist politics for the USSR --> started the first Afghan war and supported the leftist Baath party --> responsible for both the rise of the Mujahideen (future Taliban) and Saddam gaining power --> set the stage for both the second Afghan war and the Iraq war
Of course, the US is equally responsible for the problems of the Cold War, but Bush wasn't US president during the Cold War. Combined with relative death toll I would say Stalin was much worse, both made bad decisions but Stalin was a retarded psychopath while Bush was just a retard.
