RO's community has been split between many different private servers for many, many years now. Some of the most popular ones are slow to update and add content from the official kRO server.
However, a lot of private servers will add their own content, and it can range from being silly to completely broken. Pic related, these types of cosmetics are hilarious and you can only find them on random private servers.
I would say it depends on where you play, though I'm not sure I 100% recommend people to play it. Some servers are ludicrously grindy, have absolutely broken markets, or lock mediocre content off behind custom content that only end game players can do (See: NovaRO).
if you want content, hit up the official server. if you want a more social experience, it's best to play on a small private server and make some friends there, just remember that at any moment the server may shut down for good.
