We share a highway with another city, which had already allowed dispensaries to open up. Rich people here didn't want one to open up, but the council eventually decided the tax money was too great to let slip through their fingers, so they reluctantly agree.
Every time I go to said dispensary, there's always either some old rich Indian couple or businessman talking with the budtender about different strains, what they do, and how to use things like flour.
