If you've ever seen cheddar cheese labelled "lactose-free", it's a joke since hard cheeses have next to no lactose left in the first place. Most people who are lactose intolerant can still tolerate this. That's why things like yoghurt drinks, cheese, etc. are commonly consumed by cultures in India and Asia. For the most part they're not drinking straight milk.
As an aside, if they had a "lactose allergy", which is a different thing altogether, they'd actually be unable to eat pretty much any dairy product.
