Asking for boards to be added or removed or inquiring about IP range bans belongs on the Feedback page (which despite the way it seems, they do read). If you do have an unappealable permaban on a static IP address that you did not earn, you can ask a mod for help in the IRC.
When it comes to asking questions about the boards, don't be afraid to actually just ask other posters (as long as your question isn't answered in the FAQ or Rules page). Part of being a retarded newfag is getting called a retarded newfag.
